Charles K. Narang

Chairman and Chief Executive Officer

As Chairman and Chief Executive Officer, Charles K. Narang has more than 30 years of experience in the management of corporate finances and the analysis of large financial and information management systems for the Federal Government and Fortune 100 clients. Under Mr. Narang’s direction, NCI has grown from one office to more than 60 worksites worldwide and has won numerous awards and recognitions for its quality work and dedicated client service.

Mr. Narang possesses expertise in the development and implementation of large programs, corporate budgets, and operational and strategic plans for large corporations. He has designed automated financial and management systems and successfully created and executed strategic plans. Mr. Narang holds a BA in Civil Engineering from India, an MS in Industrial Engineering from the University of Minnesota, and an MBA from the State University of New York at Buffalo. He is also a Certified Public Accountant (CPA) with certification in the Commonwealth of Virginia.

Brian J. Clark

Brian J. Clark, President of NCI, brings more than 15 years of executive-level experience within the Government IT services sector. He is responsible for day-to-day operations and the execution of NCI’s growth strategy, including acquisition planning and organic new business. Prior to his position as President of NCI, Mr. Clark served as Executive Vice President, Chief Financial Officer, and Treasurer of NCI and oversaw all aspects of the company’s financial operations, investor relations, and commercial and investment banking relationships.

Before joining NCI, Mr. Clark was the Executive Vice President, Chief Financial Officer, and Treasurer for Stanley, Inc., which was acquired by CGI Group in September 2010. While at Stanley, Mr. Clark led equity and debt financings, including the company’s initial public offering in 2006 to support organic growth, as well as several successful acquisitions. Additionally, he was responsible for leading reorganizations aimed at streamlining operations to facilitate revenue and margin growth. Before Stanley, Mr. Clark was the Vice President, Corporate Controller, and Principal Accounting Officer for Titan Corporation. While there, he was involved in all strategic transactions and managed the company’s merger and acquisition programs, as well as divestitures, equity joint ventures, and commercial contracts.

Mr. Clark has an outstanding reputation in the capital markets and for growing businesses both organically and through acquisitions. During his five-year tenure at Stanley, the company’s annualized revenues grew from $282 million to more than $900 million, and while at Titan, the company’s revenues doubled from $1.1 billion to $2.2 billion.

Before Titan, Mr. Clark was a Senior Manager of Assurance and Business Advisory Services for Arthur Andersen LLP where he participated in three initial public offerings and the completion of more than 25 merger and acquisition transactions, as well as advised companies on financial risk management and technical accounting matters. Mr. Clark holds a BS in Accounting from Virginia Polytechnic Institute and State University and is a Certified Public Accountant.


Marco F. de Vito

Chief Operating Officer

Marco F. de Vito brings to NCI more than 25 years of senior leadership experience in providing complex and innovative IT solutions and professional services to the Federal Government community. Mr. de Vito’s broad-based experience includes operational performance, business development and capture, and client relationship building and management.

As Chief Operating Officer, Mr. de Vito works with NCI’s executive leadership to identify and define the company’s evolving strategic goals in its pursuit to reach the billion-dollar revenue level within the next three to five years.

Before joining NCI, Mr. de Vito was the Chief Operating Officer at CRGT Inc., a private equity-owned systems integrator, where he oversaw all operational and new business activities. In this capacity, he established a new operational organization, rebuilt the business development team, and implemented an opportunity identification and capture process.

Before CRGT, Mr. de Vito worked at Computer Sciences Corporation (CSC) for 18 years where he held several positions of increasing authority and accountability. Most notably, from 1996 to 2009, he was Vice President and General Manager for CSC’s Joint Defense Integrated Solutions Group where he was responsible for providing a full range of IT support services to the DoD, including turnkey systems integration and development, infrastructure services, architecture and engineering services, and operations and maintenance. In this position, he developed CSC’s joint market strategic plan and built a strong and agile capture and proposal organization. During his last five years at CSC, he grew the entity more than 15% per year while substantially increasing profitability.

Before CSC, Mr. de Vito was the founding partner and director of operations for Innovative System Solutions (ISS), a small business focused on providing engineering and software development support to the Intelligence Community. Between 1979 and 1989, Mr. de Vito held program-level positions at PSC, E-Systems, and General Electric.

Mr. de Vito holds a BS in International Economics and Finance from Georgetown University’s School of Foreign Service and an MS degree in Computer Science from George Washington University.

Lucas J. Narel

Executive Vice President,
Chief Financial Officer, and Treasurer

Lucas J. Narel brings to NCI more than 13 years of finance and executive experience within the government IT services sector.He manages all aspects of NCI’s financial operations, including corporate accounting, strategic financial planning, income taxes, and corporate treasury.

Prior to joining NCI, Mr. Narel was Vice President of Finance for CGI Federal, a $1.2 billion government IT contractor and wholly owned subsidiary of CGI Group, where he oversaw accounting, budgeting, and financial operations, as well as the financial integration of CGI’s $1.1 billion acquisition of Stanley, Inc. in August 2010.

Prior to CGI’s acquisition of Stanley, Mr. Narel was Vice President and Corporate Controller for Stanley, where he was responsible for the leadership and overall management of the corporate accounting functions. He played key roles in Stanley’s initial public offering in 2006 and the company’s transition to a public company. He also provided executive leadership on a number of strategic transactions and financings that supported growth and more than tripled the size of the company since going public.

Mr. Narel holds an MBA in Finance and Accounting from the American University and a BS in Finance from Virginia Tech.

Michele R. Cappello

Senior Vice President,
General Counsel, and Secretary

Bringing 25 years of relevant experience, Michele R. Cappello serves as General Counsel and Secretary for NCI. Ms. Cappello has been employed with NCI since August 1997 and is responsible for all legal, contractual, and purchasing matters for the corporation. Prior to joining NCI, Ms. Cappello spent 10 years as in-house Counsel to Network Solutions, Inc. and its spin-off company, Netcom Solutions International.

Ms. Cappello earned her BA in Psychology from Ladycliff College and her JD from George Mason University School of Law.

Brian R. Fogg

Vice President and
Chief Technology Officer

Brian R. Fogg, Vice President of NCI’s Technology Support Office and Chief Technology Officer, serves as a principal executive-level change agent to infuse new technology into NCI’s client base and technical staff. He is responsible for providing technically oriented subject-matter experts and leading research/prototyping efforts to increase our understanding of customers’ technical requirements and to fashion state-of-the-art, cost-effective solutions to meet these requirements.

Mr. Fogg has a broad range of IT experience in a career spanning more than 20 years. He has specialized expertise in the systems engineering, software development, network engineering, system/network/storage virtualization, service-oriented architecture, and cloud computing disciplines for Defense, Civilian, and Intelligence Community customers. Before joining NCI, Mr. Fogg was the Director Strategic Solutions for SRA International, Inc. where he served as the technology leader for its highest priority strategic engagements leading and architecting solution development, bid strategies, and teaming selection, as well as crafting innovative proposal strategies.

Mr. Fogg earned a BS and an MS in Electrical Engineering from Virginia Polytechnic Institute and State University.

Tony Keyes

Corporate Senior Vice President, Business Development

Tony brings more than 25 years of experience in business development, capture, executive leadership, sales, and program management in both commercial and Federal markets. Before joining NCI, Tony had a long and highly successful career with Computer Sciences Corporation (CSC), serving in several business development and sales roles of increasing responsibility. Most recently, he served as CSC’s President of Global Market Development, where he drove more than $11 billion in new business pipeline, transformed the company’s sales operating model, and created a high-performance sales culture.

Tony came to CSC through their acquisition of Datatrac, where he was Vice President of Business Development. During his three years at Datatrac, he grew the company’s backlog from $200 million to $535 million and revenue from $90 million to $150 million. Tony also held executive roles in numerous startups, where he was instrumental in raising capital, developing client relationships, and growing revenue.

Tony’s strong business development and sales background as well as his broad-based technology experience will make him an invaluable member of our executive team as we continue to advance NCI’s growth objectives.

Clarence D. Johnson

Executive Vice President and
General Manager, Global Services Sector

Clarence D. Johnson, Executive Vice President and General Manager, Global Services Sector (GSS). Mr. Johnson joined NCI in April 2002 following a long and distinguished career with the U.S. Army during which he achieved the rank of Colonel.

Mr. Johnson brings more than 30 years of leadership in the IT and logistics arena with prior experience as a program manager and an IT transformation leader in the high-technology sector. Since joining NCI, he has been instrumental in the management and operational execution of many of the company’s multi-year Government Wide Acquisition Contracts (GWACs), Multiple-Award Contracts (MACs) and Indefinite Delivery Indefinite Quantity Contracts (IDIQs). He is known for his ability to deliver outstanding financial results, develop effective strategies for market penetration, and ensure that the highest quality work is performed on schedule and within budget.

Mr. Johnson holds a BA in Political Science from Virginia Union University and an MS in National Resource Strategy from the National Defense University.

Kevin Fagan

Senior Vice President and General Manager, Health and Program Integrity Sector

Mike Johnson

Senior Vice President and General Manager, Integrated Solutions Sector

Mike Johnson serves as Senior Vice President and General Manager of NCI’s Integrated Solutions Sector. He joined NCI in 2001, and was previously responsible for executive oversight and management of NCI’s Army National Guard and Air National Guard Information Technology programs as well as all Federal Civilian Services programs.

Prior to joining NCI, Mr. Johnson held positions with Commerce One, Boeing Company, Grumman Aerospace, and Texas Instruments. He is a people-focused IT executive qualified by 33 years of successful and innovative leadership for systems integration companies engaged in both commercial and government contracting. Mr. Johnson is integral to providing and ensuring that strategic awareness, vision, new business focus and operational excellence are maintained across all of his group’s programs.

Mr. Johnson holds an MBA and a BSB in Computer Systems Management from Murray State University.
