W. Norman Pierce, Vice President, Human Resources and Administration, has more than 30 years of management experience in both administrative and technical environments, including 20 years of human resources management experience in the high-tech/Government contracting arena. His responsibilities include designing, developing, and implementing cost-effective compensation and benefits programs; designing senior management incentive plans; developing and implementing performance management programs linked to organizational performance; managing recruiting and staffing functions; and formulating and implementing policy.

Mr. Pierce joined NCI in June 1999 and has since directed NCI's Human Resources Department. He is responsible for defining the corporation's compensation and benefit programs, policy formulation and implementation, and overall facilities management.

Mr. Pierce received a BS Degree in Photographic Science from Rochester Institute of Technology and an MBA in Management from Loyola College.
