Department of Defense Customers
  • Defense Intelligence Agency (DIA)
    • NCI provided technical support to the DIA to research and develop the Baseline Guardian System. We constructed an expert interface for the Guardian software Module and linked the intelligence community with online access to Guardian.

  • Defense Logistics Agency
    • Defense Logistics Information Services—NCI has planned, developed, and deployed an open system, TCP/IP-based LAN that executes under Windows NT, as well as provides a wide range of other technical support services as a subcontractor to the predecessor DRMS contract.
    • Defense Reutilization Marketing Service (DRMS)—NCI has provided network and server administration support to 107 remote DRMS locations worldwide.

  • National Guard Bureau (NGB)
    • U.S. Army National Guard (ARNG)—NCI provides the ARNG with technical support for its integrated data and telecommunications systems. We operate and manage the NGB telecommunications systems and provide support to the 5,000 users throughout the National Capital Region, including the Air National Guard Readiness Center at Andrews Air Force Base through a Metropolitan Area Network.
    • U.S. Air National Guard (ANG)—NCI is implementing ANG’s Microsoft Exchange 2007 messaging solution, following our initial engineering design, analysis, and planning phase. With this cutting-edge, enterprise-wide migration, ANG will be one of the largest DoD organizations to deploy Exchange 2007.

  • U.S. Air Force
    • Air Force Systems Networking (AFSN)—NCI has provided continuous support to the AFSN Program Office since 1995. Support includes the engineering, design, installation, testing and integration of the network infrastructure at virtually every AF, ANG, and AF Reserve site.
    • Airborne Communications Capability—NCI is developing an advanced capability to provide secure communications for senior Air Force and DoD leadership while airborne. Our engineering solution is scheduled to be implemented into various aircraft used to transport senior-level staff.
    • Defense Message System—Air Force (DMS-AF)—NCI provides engineering, operations, configuration management, sustainment, helpdesk, and maintenance support for the DMS-AF Program Office. NCI staff is deployed worldwide to address DMS issues/problems.
    • Air Force Materiel Command (AFMC) GCCS Program Office Support—NCI has supported the C2 environment for AFMC since September 1995. Our staff provides systems engineering, functional analysis, and training support for the GCCS Program at AFMC and all their bases.

  • U.S. Army
    • Network Enterprise Technology Command/9th Signal Command (Army) Enterprise Systems Technology Activity (NETCOM/9th SC (A)/ESTA)—NCI supports NETCOM/9th SC (A)/ESTA in planning, analyzing, reviewing, coordinating, integrating, and implementing actions necessary to develop and deploy Army-wide enterprise operations and management projects. NCI also provides enterprise infostructure strategic planning, concept development, and integration services.
    • Program Executive Office Soldier, Project Manager Soldier Warrior, and Project Manager Soldier Equipment (PEO Soldier, PM SWAR and PMSE Q)—NCI provides a wide range of diverse professional engineering services and support for managing the development, design, testing, configuration, acquisition, logistics, training and fielding of equipment for fully integrated soldier systems.
    • Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI)—NCI is providing project management, network engineering, information assurance (IA), asset acquisition and management, system maintenance, software development, customer support, sustainment, and other services in support of the IT infrastructure.
    • U.S. Army Test Engineering and Analysis Services (TEAS)—the successor to the White Sands Missile Range (WSMR) program on which NCI had been the prime contractor, NCI continues to provide test engineering and analysis, software development, and testing support as a major subcontractor.

    • Fort Lewis Director of Information Management (DOIM)—NCI provides full-spectrum IT support services, including network operations, system administration, help desk support, and network security.
  • U.S. Navy
    • Naval Surface Warfare Center Dahlgren Division—NCI provides systems management and administration support, including performing systems troubleshooting, software installation and system upgrades assistance, and configuration management.


  • U.S. Special Operations Command
    • NCI supports Special Operations Forces (SOF) worldwide, including components of the U.S. Army, Navy, and Air Force. NCI provides IT support for systems integration, information assurance, network management, customer support, applications development, and configuration management.

  • U.S. Strategic Command
    • USSTRATCOM Global Command and Control (GCCS) Global Common Operational Picture (G-COP)—NCI has supported USSTRATCOM Command and Control programs since 1995. Key aspect of our support was standing up the Global COP in the fall of 2006. NCI provides 24/7 coverage in the COP providing the Warfighter with a fused picture of key situational awareness information.
  • U.S. Transportation Command
    • USTRANSCOM—NCI has provided comprehensive technical support services continuously since 1992 for USTRANSCOM’s large, complex information systems at Scott Air Force Base, its Transportation Component Commands, and all users of the Defense Transportation System and its components worldwide.
    • USTRANSCOM Classified Information Systems Support (CISS)—NCI consolidates services, optimizes USTRANSCOM resources, reduces the cost of operations, and facilitates the standardization of services in classified and nonclassified environments.

  • Department of Commerce
    • Patent and Trademark Office (PTO)—NCI provided records management activities support services, including implementation and maintenance of the Versatile Records Tracking System, management of day-to-day Paperwork Reduction Act program tasks, and development of various public relations tools.
    • Department of Commerce, Office of the Secretary, Office of Computer Services (DOC-OS/OCS)—NCI provided outsourcing services assistance to assist the OCS to expand its Franchising/Business Partnerships. NCI assessed the customer support center to determine practices, procedures, tools, and methodologies to attract new customers and provide better support to existing ones.

  • Department of Energy
    • National Nuclear Security Administration (NNSA)—NCI performs enterprise management, software development, security, and Web services and is responsible for all aspects of program management support for the Integrated Cyber Security Initiative (ICSI) program. NCI developed centralized service offerings and the Network/Security Operations Center for NNSA that resulted in nearly a $6M cost savings and increased service delivery and quality of support.
    • Office of Scientific and Technical Information (OSTI)—NCI acquired scientific and technical information, converted data into electronic data elements to update DOE’s science and technology database, generated subject-and program-oriented publications, and provided administrative support services.
    • DOE Waste Isolation Project Plant (WIPP)—NCI consolidated operational capabilities for WIPP that resulted in more than $2.3M return to DOE.

  • Department of Housing and Urban Development
    • NCI provides corrective, adaptive and perfective maintenance to legacy systems for the Office of the Chief Financial Officer (OFIO), Office of Administration and Management Services (OAMS), Office of Human Resources (OHR), and HUD Training Academy (HTA). We provide complete project management, technical reviews and assessments, development and maintenance, post-implementation support and user support.

  • GAO
    • Government Accountability Office (GAO)—NCI provides customer service (help desk/desktop support), network operations, systems administration, and network management (LAN/WAN/MAN) as a primary subcontractor. We manage, maintain, troubleshoot, upgrade, optimize, and enhance all systems and communications facilities and services. NCI implements security policies and programs and maintains security management tools.

  • Department of Justice
    • For the Office of Management Information, NCI provided Case Management Support Services. Our support provided the Civil Division the required resources to track legal referrals, matters, claims, and cases on an automated case management system, collectively referred to as CASES.

  • Department of State
    • Diplomatic Security Training Center (DSTC)—NCI has provided curriculum development services and Technical Surveillance Countermeasures and construction security training to the Security Engineering and Computer Security Training Division since 1999.

  • Department of Transportation
    • Federal Aviation Administration—NCI provides advisory and assistance services to the Federal Aviation Administration's Air Traffic Organization (ATO). NCI is supporting the FAA as it implements its updated, next decade staffing plan of hiring and training approximately 15,000 Air Traffic Control Specialists and 3,000 Airway Transportation Systems Specialists.

  • Department of Veterans Affairs
    • Veterans Benefit Administration (VBA)—NCI supports the Application Migration Program, an initiative that supports re-hosting the Benefits Delivery Network (BDN) from legacy to modern platforms to eliminate dependencies on aging technology, ensure agile and responsive systems supporting changing business processes, and lower operating costs.
    • Veterans Health Administration (VHA)—NCI developed a plan to pilot Systems Management Server (SMS) 2003. We designed, implemented, tested, reported and presented findings and recommendations of the VA’s ability to implement SMS 2003 across the enterprise.
  • General Services Administration
    • General Services Administration (GSA)/Federal Technology Service (FTS)—NCI provides onsite switch maintenance and customer site support throughout New England. NCI provides GSA/FTS with proactive onsite management for all telecommunications services, significant planning and scheduling of all daily installation, and trouble call activity. NCI consolidated support for telecommunications operations for the six state GSA Zone A (previously Region 1) areas that resulted in nearly a two-thirds cost savings.

  • National Aeronautics and Space Administration (NASA)
    • NASA Goddard Space Flight Center (GSFC)—As a subcontractor since 2002, NCI’s team supports more than 160 mainframe and server-based business and financial software systems that involve 4,000 users.
    • NASA Langley Research Center (LaRC)—As a subcontractor under the NASA CLASIC contract, NCI provides support services including technical publications, photo laboratory, archives, duplicating facility, graphic services, library services, and audio visual support, to the Scientific Information Division.
    • NASA Consolidated IT Services (ConITS)—As a major subcontractor, NCI provides a variety of IT services, including operations, equipment maintenance, business systems administration and portfolio management, and software development and enhancement.
    • NASA Glenn Research Center (GRC)—As a subcontractor under the NASA PACE contract, NCI’s work encompasses business systems, facility support, emerging technology applications, advanced networking systems, and security development for the Computer Services Division.

  • Office of Personnel Management
    • NCI provides OPM and its customers with training and management assistance (TMA) through its IDIQ contract. We provide customized training/learning solutions to maximize individual, team, and enterprise performance.


  • U.S. Senate
    • NCI provides Financial Management Information System (FMIS) software development and Legislative Information System (LIS) systems support.


Intelligence Community Customers[Back to Top]

Because of the nature of classified contracts for our Intelligence customers, we do not list the specific customers supported. However, NCI’s services provided include experience in comprehensive Intelligence-related lifecycle support, including knowledge management, architecture and hardware requirements identification, cryptologic operations, terradata database administration, loading and optimization, data warehousing, testing, infrastructure development, high-technology training services, administration, operations and maintenance, policy development and administration, and other aspects of security support.
