F-16 Coral Phoenix Test Aircraft Systems

The Client
U.S. Air Force

The Challenge
Since 2002, we have been working with the U.S. Air Force (USAF) and the U.S. Navy (USN) on a joint program to regenerate 28 F-16 aircraft that had originally been intended for delivery to Pakistan. These aircraft were placed in storage at AMARC, Davis-Monthan AFB, AZ. As program manager, we were responsible for the cost, schedule, and performance of this $38 million, 18 month regeneration program. We initially provided the program management skills necessary to remove the aircraft from long-term storage, perform a configuration audit, develop a regeneration plan that would change the aircraft from a Pakistan configuration to a United States configuration, and bring the aircraft up to current safety standards. We followed up by providing the program management skills necessary to perform the deferred modifications, complete the unfinished tasks, and establish a liaison with the System Program Office (SPO) to ensure mission capability.

The Solution
We provided management and logistics support for the overall analysis, support, and sustainment of the projects and workloads concerned with the F-16 Coral Phoenix test aircraft systems, subsystems, processes, and programs assigned to the USAF Test Centers. We monitored, reviewed, and supported the management, sustainment, and control of identified projects/programs to completion while providing programmatic assistance to Edwards and Eglin Flight Test Centers for the resolution of logistical/technical/system problems encountered.

The Results
We successfully updated both the aircraft and technical data to current configuration with all FMS references and equipment converted to USAF common or replaced them. We monitored, reviewed, and supported the management, sustainment, and control of identified projects/programs to completion while providing programmatic assistance to Edwards and Eglin Flight Test Centers for the resolution of logistical/technical/system problems encountered. At the conclusion of the original program, millions of dollars were returned to the USAF and USN to be used on other programs.
