F-4 OSS&E

The Client
The U.S. Air Force

The Challenge
The Air Force requirement is to establish an F-4 System Program Office (SPO) and implement an associated Operational Safety, Suitability and Effectiveness (OSS&E) Plan. Assistance is required to identify and analyze applicable drawings and parts for recoverable items, engineering change orders, and Illustrated Parts Breakdown (IPB) Technical Orders and manuals for the F-4E and RF-4C aircraft with respect to the aircraft avionics/electronics systems, structures, and mechanical systems to establish a physical baseline for the F-4E and RF-4C aircraft in support of the Full Scale Aerial Targets (FSAT) Program.

The Solution
We provide a uniquely qualified project team located at the Ogden Air Logistics Center consisting of highly qualified management, engineering, logistics, and equipment specialist personnel with unequaled experience with the F-4 weapon system. Due to the team's familiarity with the F-4 aircraft and prior working experience with various Air Force data systems, we were productive from day one of the contract. Prior experience on similar OSS&E and aircraft baseline projects also allows us to use an analytical process that reduces the data analysis phase of the effort by over 30%, a full six months.

In addition to analyzing aircraft data items such as drawings, change orders, and technical orders, our team assists the Government in loading and performing data integrity checks to ensure the data format is compatible for inclusion into the Weapon System Management Tool (WSMT). Upon successful completion of all the tasks associated with the baselining effort, our F-4 Team continues to support the logistics and disciplined engineering activities required to ensure a fully functional SPO and to implement an F-4 OSS&E Plan for achieving and maintaining OSS&E compliance for the F-4 aircraft.
