Tightening budgets and expanding mission requirements have driven our Federal customers to lower costs and decrease fielding time for new capabilities and applications. As the Federal Government’s technology agenda and desires for increased transparency evolve, the need for innovative technology solutions and methodologies leveraging open source software and agile software development techniques has dramatically increased. Leveraging software licenses from the public domain rather than relying on proprietary software development companies is a means for Federal customers to lower licensing fees, increase agile application development and customization, avoid proprietary solutions, and leverage investments made in data center consolidation (e.g., enterprise software, networking software, platform and middleware, etc.) and application modernization efforts. We often complement open source solutions with other commercial-off-the-shelf (COTS) or government-off-the-shelf (GOTS) products, thereby developing an agile-based approach that can complement the traditional software engineering discipline.

NCI is at the forefront of developing and utilizing agile-based processes that have been seamlessly integrated with the IEEE 12207–based engineering disciple to deliver reliable and trusted solutions that scale to the enterprise. Development frameworks allow projects to make extensive use of mature and robust class hierarchies implementing low-level controls and contingency processes while providing an excellent model for high-level application architectures. Focused primarily in the high-end mission-oriented programs of our Defense and Intelligence customers, NCI is rapidly prototyping and fielding production applications and enhanced capabilities to address our customers’ missions—not in months and years, but in days and weeks.
