Paul A. Dillahay

and Chief Executive Officer

NCI President and Chief Executive Officer (CEO) Paul A. Dillahay brings more than 20 years of executive-level experience within the government IT services sector to his role at NCI. He has proven experience delivering sustainable top-line growth, operational excellence and process improvement. In his current position, he is responsible for oversight of all company operations; development and execution of the company’s growth strategy, including strategic transactions; and investor relations. Before joining NCI, Paul was executive vice president for CACI’s health and litigation solutions group. He also served as executive vice president of corporate development while there. Prior to CACI, Paul served as president and CEO at ASRC Federal, where he had principal responsibility for day-to-day operations of ASRC Federal subsidiaries and shared services center. He held the position of chief operating officer (COO) prior to his role as president and CEO. In addition, Paul’s career has included such positions as chief strategy officer for Anthem’s federal government solutions business, executive in residence for Seabury Aerospace Group, president and COO of USIS, and vice president of operations for a defense division at Lockheed Martin. Paul holds a bachelor’s in management science from Lock Haven University. He has completed executive education at both the Kellogg School of Management and the Harvard Business School.

Michele R. Cappello

Senior Vice President,
General Counsel and Secretary

Bringing 25 years of relevant experience, Michele R. Cappello serves as general counsel and secretary for NCI. Michele has been with NCI since August 1997 and is responsible for all legal, contractual and purchasing matters for the corporation. Prior to joining NCI, Michele spent 10 years as in-house counsel to Network Solutions, Inc. and its spin-off company, Netcom Solutions International. Michele earned her bachelor’s in psychology from Ladycliff College and her JD from George Mason University School of Law.

James D. (Jamie) Collier

Executive Vice President,
Chief Financial Officer and Treasurer

James D. (Jamie) Collier serves as NCI’s executive vice president, chief financial officer and treasurer. His areas of expertise include strategic business planning; financial reporting and control; overhead management and capital planning; mergers, acquisitions and divestitures; joint venture creation; and business system management. Prior to joining NCI, Jamie was senior vice president of corporate planning and analysis at Leidos, Inc., a $10 billion government solutions and services provider for customers in defense, intelligence, civil and health markets. Jamie led strategic and financial aspects of the merger between Lockheed Martin’s Information Systems and Global Solutions unit and Leidos resulting in today’s Leidos, Inc. While at Lockheed Martin, Jamie held positions of vice president, business operations for various Lockheed Martin operating companies. In these roles, he led all finance and business operations, including financial reporting, pricing, contract administration, and supply chain activities serving a full range of DOD, civil and intelligence community customers. Jamie holds degrees in business administration and communications from the University of Washington.

Sandra Gillespie

Chief Operating Officer

Sandra Gillespie serves as chief operating officer for NCI, responsible for overseeing all operational programs for the company. Before becoming COO, she was senior vice president and general manager of NCI’s Agile and Analytics Sector. She brings more than 30 years of executive information technology experience to her role. Sandra has demonstrated achievement and success in guiding globally positioned teams and providing innovative solutions. Her expertise includes information technology, mission system integration, logistics, infrastructure and professional services. Prior to joining NCI, Sandra served as senior vice president of health and compliance programs for CGI Federal, overseeing the strategy and growth for its operations, with more than 1,500 employees across the U.S. She also served in executive roles at Federal Capgemini Government Solutions, GTSI, Raytheon, Lockheed Martin and DynCorp. Sandra holds a bachelor’s in computer science and accounting, and a master’s in business administration from Jacksonville State University. She also attended executive leadership training from Harvard University and the Wharton School of the University of Pennsylvania.

Brad Mascho

Chief Artificial Intelligence Officer

Brad Mascho serves as NCI’s chief artificial intelligence officer. In this role, he is responsible for leading a new corporate division focused around artificial intelligence (AI) initiatives and strategy to accelerate, automate and augment repeatable processes for NCI’s customers, quickly turning data into actionable intelligence.

Before joining NCI, Brad co-founded CrossChx, Inc., the industry leader in building meaningful AI that empowers and scales humans. Backed by nearly $50 million in venture capital and under his direction as president, CrossChx quickly expanded to a nationwide customer base with more than 100 employees. During this time, the Ohio-based company made Columbus Business First’s list of Best Places to Work for three consecutive years. Prior to this, Brad served as an advisor to several fast-growing technology startups. He also spent a decade advising members of Congress and was an executive at a leading insurance association. Brad earned a reputation as a “change agent” after tackling significant challenges in healthcare such as the opioid crisis and global identity resolution. He earned a B.A. and M.A. from Miami University in Oxford, Ohio.

Bridget Medeiros

Corporate Senior Vice President,
Business Development

Bridget Medeiros serves as senior vice president of business development for NCI, and brings more than 30 years of military and government industry experience to the role. Before joining NCI, she served as vice president of business development at CACI International for the health and litigation solutions markets, where she was responsible for developing a growth strategy and building a robust pipeline. Prior to her time at CACI, Bridget was senior vice president of business development for ASRC Federal, where she and her team were responsible for achieving 18 percent growth over a three-year period, including winning key new business pursuits valued at more than $2.5 billion in total contract value. In addition, she led business development at Lockheed Martin for the information systems and global services business, as well as the global training and logistics division for 13 years. Bridget’s career also includes 18 years as a civil servant within the Defense Department in transformation management positions and three years in the U.S. Air Force.

Clay Worley

Senior Vice President and
Chief Human Resources Officer

Clay Worley serves as senior vice president and chief human resources officer for NCI, responsible for the company’s human resources and security strategy and execution. Clay brings more than 30 years of experience leading human resources teams and driving human capital initiatives across HR functional areas in support of business objectives, most recently as vice president of Human Resources for DXC Technology’s U.S. public sector organization. Prior to this, he worked in various HR leadership roles at Leidos and L‑3 Communications. He currently serves on the board of the Washington Women’s Leadership Initiative as well as the HR Alliance DC organization, and is a member of the board of directors for BioPharma Global. He is involved with community and charitable organizations such as Habitat for Humanity, the Paralyzed Veterans of America’s National Veterans Wheelchair Games, the American Heart Association, and the Northern Virginia Technology Council’s Tech Talent and Veterans Employment initiatives. Clay holds a bachelor’s in business administration from the University of Louisville and a master’s in business administration from the Robert H. Smith School of Business at the University of Maryland.
