DHS EAGLE II Contract Information

NCI has been awarded a prime contract on the Department of Homeland Security (DHS) Enterprise Acquisition Gateway for Leading Edge Solutions II (EAGLE II) vehicle. NCI was selected for this multi-billion dollar indefinite delivery, indefinite-quantity (IDIQ) contract in the Functional Category 1 (FC1)—Service Delivery in the Unrestricted track as a large business. The EAGLE II contract has a base period of five years with a single two-year option period. The FC1 portion of the contract includes a full range of services and products for developing, implementing and maintaining technology to support DHS’ mission and critical business functions. It includes broad-based IT support services to DHS and its component organizations, including systems design, development, implementation and integration; software design and development; and operations and maintenance.

  • DHS EAGLE II is a multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 5 Year period of performance and a wide array of functional areas. The contract, broken up into three functional categories, is available for multiple agencies but is primarily utilized by the Department of Homeland Security.     Project Description: The Department of Homeland Security (DHS) was established in 2002 with the mission to provide a unified core for a network of organizations to work together to secure our nation. The DHS acquisition workforce is comprised of individuals responsible for procuring and acquiring systems (major programs/investments), products and services to support the Department’s missions.     Project Description: Under multiple contract vehicles since 1996 (initially as a prime and currently as a subcontractor to IBM), NCI has provided development, operations, and maintenance services to the U.S. Customs & Border Protection (CBP), Department of Homeland Security’s largest and most complex component. We support CBP’s Cargo Systems Program Office (CSPO) with designing, developing, programming, testing, implementing and maintaining numerous automated data processing systems that assist CBP in accomplishing its mission. NCI works hand-in-hand with CBP to solve their business needs through application development, integration of tools and improved workflow and business processes. We regularly respond to legislative mandates and are directly involved with statutory regulation to collect revenue and enforce rules that promote legitimate trade. Our teams have been tightly integrated into the government infrastructure ─ at times with a government team lead directing our development teams and at other times with NCI team leads reporting directly to a COTR.

    Project Description: NCI assists the Enterprise Networks and Technology Support Directorate (ENTSD) of the Office of Information Technology in their mission to maintain the National Incident Management System (NIMS) web-based application. NIMS is the primary system to provide tools and processes for integration among all seven DHS components, as well as the Federal Marshal Service and the National Protection Program Directorate. In addition to maintaining normal communications among these agencies, NIMS also serves the public by facilitating critical national network communications infrastructure during relief and recovery in the aftermath of natural disasters. Since 2012 as a subcontractor to QinetiQ North America, Inc., SiloSmashers teammate NCI has been the principal provider of Operations and Maintenance support for the NIMS application that supports the entire CBP enterprise. Throughout this effort, our support has included performing architectural redesign, resolving high-priority security findings in accordance with Plan of Action and Milestones, instituting software best practices and implementing management processes that adhere to Project Management Institute standards. Additionally under this contract, NCI undertook an effort in 2003 to create a “common” emulator that would replace the DynaComm/Elite emulator and its programs and applications. For decades, the backbone of CBP has been the mainframe processing of thousands of COBOL programs performed by entry specialists at every U.S. port of entry. In the late 1990’s, CBP embarked on its first modernization effort by creating a set of automated script programs that would reduce key stroking and automate many of the manual tasks by taking advantage of the scripting component within the Dynacomm/Elite terminal emulator. The common emulator – CMAX (Common Mainframe Access) – provides an application framework upon which CBP develops current and future CBP Java/HOD applications. In order to create this emulator and for it to work in HOD, NCI rewrote current Dynacomm programs and applications in the Java language. NCI conducts three primary activities for CMAX: 1) Operations, which require 24×7 production support; 2) Maintenance, which requires software changes and enhancements to existing legacy and modernized systems; and 3) Project Management, which requires managing resources, budgets and communication with CBP.

    • ISO 9001:2015 internal and registrar quality audits and certification – NCI’s ISO 9001:2015 multi-site certification ensures that processes to support fulfillment of customer requirements are implemented and the means for continuous process and service improvement are in place. Maintaining our certification also focuses our efforts on customer satisfaction.
    • CMMI for Development Level 3 – NCI’s successful CMMI-DEV appraisal was conducted for our software development contracts. Ongoing process improvements associated with this effort include an organizational focus on Agile software development practices. NCI conducts periodic internal appraisals and facilitates team contributions to our organizational process assets via our periodic Process Improvement Groups.
    • Quality templates and training – The NCI Corporate Initiatives and Quality Office makes available templates and training for our contracts’ Quality Control Plans, Risk Registers and Project Management Plans. Production of these key contract documents is a team effort that ensures a quality end product and supports fulfillment of customer requirements.
    • Twice yearly customer satisfaction surveys – Designed to ensure our corporate functional groups are providing excellent support to our contract Project Managers and other contract staff, and to provide a means to identify potential process improvements.
