Engineering and Logistics

Our concept of innovative logistics establishes acquisition, integrated logistics support (ILS) and logistics sustainment through modernization, training and support service excellence for product and process innovation. We enable product innovation by the integration and application of new technologies, tools and instrumentation. We achieve process innovation through the application and refinement of logistics operational concepts. NCI develops and implements integrated approaches such as performance-based logistics to reduce the cost of providing logistics products and services. We use manpower reduction planning, supply chain inventory forecasting tools, integrated training solutions, deployed logistics operations and reliability centered maintenance approaches ─ reducing our customers’ program execution costs and logistics footprint. Program Executive Office (PEO) Soldier The PEO Soldier mission is to develop, acquire, field and sustain affordable integrated state-of-the-art equipment to improve Soldier dominance in Army operations today and in the future. NCI has supported PEO Soldier’s evolving requirements over a 20 plus year span of time with engineering and logistics services. Since 1993, NCI has provided systems engineering and technical assistance (SETA) across the acquisition and fielding process for PEO Soldier. This includes lifecycle systems support and ILS. It also includes analysis, development, writing and defense of requirements, acquisition planning, programmatic support, system design, contracting and acquisition support. We provide product and system test, product fielding, individual and unit training; quality assurance and audit; and product improvement, supportability management, integration and staff liaison services. Our engineering support to PEO Soldier has included chemical, electrical, textile, developmental/systems, quality, mechanical and software engineering. NCI’s integrated logistics and supply chain management solutions leverage predictive analysis and service-life extension capabilities to ensure increased asset readiness and availability with reduced total cost of ownership for PEO Soldier. As an example, NCI provided direct logistics support services for theater-provided equipment (including Interceptor Body Armor scanned using non-destructive testing technology) in Iraq, Afghanistan, Kyrgyzstan and Kuwait. NCI managed end-to-end logistics support for the PEO through operation of warehouses including 10 CONUS/ OCONUS fixed issue points, a warehouse in Middle River, Maryland, and three nondestructive test equipment facilities that included organizational clothing and equipment, body armor, communications equipment, sensors/lasers and repair parts. Additionally, NCI provided effective fielding and training support to the PEO’s Rapid Fielding Initiative and other related material fielding requirements spanning the product suite and resulting in successfully fielding hundreds of thousands of deploying Soldiers in support of our nation’s armed forces. Our team established, validated and maintained property book accountability and serviceability on more than 1,600 lines of inventory worth more than $1.23 billion. Diminishing Manufacturing Sources and Material Shortages (DMSMS) NCI provides a turnkey solution to mitigating weapons system obsolescence, which includes DMSMS subject-matter experts and a web-based, state-of-the-art software tool to provide proactive analysis and resolution services that save time, money and resources for our customers. Our capabilities include obsolescence identification; solution case management; form/fit/function replacement; full-systems engineering; and modernization and technology insertion. NCI has provided more than 35,000 solutions across 20 platforms and 80 systems, realized a cost avoidance of more than $250 million, and produced an ROI of more than 28:1.
