DHS EAGLE II

DHS EAGLE II is a multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 5 Year period of performance and a wide array of functional areas. The contract, broken up into three functional categories, is available for multiple agencies but is primarily utilized by the Department of Homeland Security. NCI is a prime holder under Functional Category 1, which includes system design and integration, software design and development as well as operations and maintenance.

  • System Design, Development, Implementation and Integration: concept development, planning, systems design and development, integration, implementation, deployment, connectivity, wiring and cabling

  • Software Design and Development: concept development, planning, requirements definition and analysis, SW design and development, coding and testing, production, deployment, implementation, integration and SW application maintenance

  • Operations and Maintenance: help desk and field support services (e.g., Desk-side support and LAN administration), network and security operations, collaboration services (e.g., email, voice, video services, wiring and cable), full range of O&M solutions, from maintaining and upgrading individual pieces of hardware and software to full managed service solutions

Project Description: Under multiple contract vehicles since 1996 (initially as a prime and currently as a subcontractor to IBM), NCI has provided development, operations, and maintenance services to the U.S. Customs & Border Protection (CBP), Department of Homeland Security’s largest and most complex component. We support CBP’s Cargo Systems Program Office (CSPO) with designing, developing, programming, testing, implementing and maintaining numerous automated data processing systems that assist CBP in accomplishing its mission. NCI works hand-in-hand with CBP to solve their business needs through application development, integration of tools and improved workflow and business processes. We regularly respond to legislative mandates and are directly involved with statutory regulation to collect revenue and enforce rules that promote legitimate trade. Our teams have been tightly integrated into the government infrastructure ─ at times with a government team lead directing our development teams and at other times with NCI team leads reporting directly to a COTR

CONTRACT INFORMATION

DHS EAGLE II

NCI has been awarded a prime contract on the Department of Homeland Security (DHS) Enterprise Acquisition Gateway for Leading Edge Solutions II (EAGLE II) vehicle. NCI was selected for this multi-billion dollar indefinite delivery, indefinite-quantity (IDIQ) contract in the Functional Category 1 (FC1)—Service Delivery in the Unrestricted track as a large business. The EAGLE II contract has a base period of five years with a single two-year option period. The FC1 portion of the contract includes a full range of services and products for developing, implementing and maintaining technology to support DHS’ mission and critical business functions. It includes broad-based IT support services to DHS and its component organizations, including systems design, development, implementation and integration; software design and development; and operations and maintenance.
