Summary

Alliant is a multiple award, indefinite-delivery, indefinite-quantity (IDIQ) Government Wide Acquisition Contract (GWAC) with a $50 billion program ceiling and a five-year base period (with one, five-year option). All contract types are allowed – fixed-price, cost-reimbursement, labor-hour and time-and-materials. Alliant’s comprehensive IT services based scope is designed to provide access to “Anything IT Anywhere”. Alliant’s scope is directly aligned to the Federal Enterprise Architecture (FEA) and Department of Defense Enterprise Architecture (DoDEA); ensuring emerging technologies will remain within scope over the life of the contract.

The Alliant vehicle was issued and is managed by GSA’s Enterprise GWAC Center. The GWAC center issues vehicles and provides training and assistance to Government agencies on the use of GSA vehicles.

The Alliant contract is flexible and can be easily customized at the Order level to construct a solution that manages risk through contract types and applicable CLIN structures suitable to your requirement. Client agencies may also add agency-specific clauses at the Order level when developing their Order requirements.

What is a Government-wide Acquisition Contract (GWAC)?

A Government-wide Acquisition Contract (GWAC) is a task-order or delivery-order contract for information technology established by one agency for Government-wide use. Each GWAC is operated by an executive agent designated by the Office of Management and Budget pursuant to the Clinger-Cohen Act of 1996. GWACs are not subject to the Economy Act.

What is a SAM?

The System for Award Management (SAM) is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. There is no fee to register for this site. Entities may register at no cost directly from this page. User guides and webinars are available under the Help tab on SAM website (https://www.sam.gov/).

Why did GSA align the scope of the Alliant contracts with the Federal Enterprise Architecture (FEA)/Department of Defense Enterprise Architecture (DoDEA)?

Because we wanted to provide the most comprehensive and flexible IT contracts possible. The FEA alignment will facilitate agencies’ efforts to migrate toward a more unified Government-wide IT infrastructure, by standardizing technologies and systems that support mission needs. By aligning with FEA, the Alliant contracts:

  • Use a common language to define IT investments

  • Evolve over time as technology develops and expands

  • Adhere to a modeled approach (eliminating the need to “list everything possible”)

  • Assist customers in responding to OMB mandates for tracking and reporting IT investments

  • Promote sharing, consolidation, and reuse of business processes and systems

What can be purchased using the Alliant contracts?

The Alliant contracts are for IT services and IT services-based solutions. Ordering Contracting Officers may include ancillary services and equipment on orders as long as the ancillary support is integral and necessary for the IT services-based solution.

Are there functional areas within Alliant?

No, Alliant does not artificially constrain or partition the components of an IT solution. There are active inclusions of certain technologies and services, but these areas are not limitations; they are examples.

How does a federal agency access the Alliant contract?

Federal buyers who wish to use the Alliant contracts must receive delegation of procurement authority from GSA before to issuing task orders. Information on how to obtain this delegation is available on the Alliant Overview page (www.gsa.gov/alliant).

Can a Contracting Officer limit competition of task orders to a set number of prime contractors?

No. All contract holders must be provided a fair opportunity to be considered for all orders in accordance with FAR 16.505 unless an exception to fair opportunity in FAR 16.505(b)(2)(i)-(iv) applies. Exceptions must be documented in the file.
